Improving access to water is central to global efforts at reducing poverty.

The recent introduction of demand-based approaches to water supply development marks a major shift in policy. This implies new roles and responsibilities for all involved from government to beneficiary communities.

SecureWater is a research project led by the Overseas Development Institute with support from DFID in the UK. In-depth case study research carried out in India, Sri Lanka and Kenya highlights some of the challenges associated with implementing demand-based approaches.

The purpose of this Decision Support Tool is to enhance the overall planning and development of demand-based approaches by highlighting the challenges faced at different levels and in different environments, and to help decision-makers adopt the most appropriate measures to meet these challenges.

The DST provides a platform for exchange of ideas and experience and forms a knowledge resource for policy makers and practitioners involved in implementing demand-based programmes. Click on the links below to view country-specific material, developed in collaboration with local partners.
