4 Operation and maintenance phase

The main activities at the stage are the following:

1. Ongoing O and M Activities by the HWSC: The O&M activity is ongoing, fully managed by the communities i.e. users pay tariffs as fixed by the VWSC and bear entire responsibility of operation (e.g. power, labor, chemicals etc.), maintenance (preventive and regular maintenance) and repairs (minor as well as major repairs) and replacement (depreciation) related to the scheme.
2. Refresher training on O and M: Appropriate trainings on O & M of schemes will be imparted to the selected people in each of the habitation.
3. Monitoring sustainability: This includes up-front cash collection for the O&M, service monitoring training to VWSC, monitoring service levels and community satisfaction, initiating corrective actions, assessing the level of community involvement (particularly that of women and poor) and of transparency and accountability.
4. Handing Over: On completion of the technical aspects and commissioning of the completed scheme, the SO withdraws and hands over the scheme to the Gram Panchayat/VWSC for further operation and maintenance.
5. Project impact evaluation and sharing: While monitoring is a continuous process of review, the participatory evaluation is a joint exercise by the implementers and the state and national bodies for mid course corrections. To carry out this participatory evaluation, an evaluation team will be drawn from VWSC, GP, SO and DSU, VWSC members will be given orientation on the process of participatory evaluation, a model ToR will be prepared by the PSU in consultation with DSU and SO., but finalized by GP in consultation with the evaluation team.
6. Sharing of Evaluation Findings and Report Writing: The SO prepares the draft report of the participatory evaluation and shares with VWSC, GP and GP. Based on comments received, a final report will be prepared by SO, a copy of which will be sent to GP, DWSM and SWSM. VWSC will take up corrective measures outlined in the report.
